В данной статье рассматриваются существующие подходы к анализу политических элит, акцент делается на системном и синергетическом подходах, подчеркивается необходимость создания общей теории элит. Доказано, что современные теории имеют значительный потенциал в объяснении эволюции российской политической элиты. Рассматриваются процессы создания «новой» политической элиты, адекватной задачам, стоящим перед обществами в периоды трансформаций. Политическая элита интерпретируется как система, включенная в систему политической власти как совокупность взаимодействий, связей, отношений и действий политических личностей — преобразователей политической реальности, чьи возможности определяются наличием разного рода ресурсов.

In this paper we describe the use of existing approaches to the analyses of the political elites, the focus is on the system and synergetic approaches, accentuates the need of a general theory of elites. It's proved that the modern theories have a significant potential in the explanation of the evolution of the Russian political elite. It examines the processes of the creation of "a new" political elite adequate to the challenges facing societies in the transformation time. The political elite is understood as a system that is included in the system of the political power as a set of correlations, relationships, attitudes and actions of political personalities - converters of the political reality, whose opportunities are determined by the existence of different kind of resources.
